Card Programs

Credit and Debit Card Programs through Fidelity National Information Services (FIS) Card Services
FIS (formerly Certegy) offers high volume transaction processing throughout the United States, providing card processing services and flexible credit and debit card marketing enhancements to more than 7,500 financial institutions with over 17 million accounts. Cards Services offers a wide range of processing solutions: from a complete turnkey environment where FIS performs most back-office services, leaving the credit union free to market and manage its program; to an in-house environment where card accounts reside on the credit union’s own data processing system.

The flexibility of FIS' programs allows each credit union to determine its level of facility and staff involvement – and to set its own interest rates, fees, and program terms. Each credit union controls cardholder eligibility, credit approval, loan funding, and payment collections; FIS handles accounts based on customized criteria set by the credit union.

In addition to its core products, FIS Card Services offers merchant programs, corporate cards, a vast array of value-added program enhancements, and innovative marketing tools and products. FIS' experienced support staff can help each credit union select the optional features that best complement its card programs and target markets.

ICUL Service Corporation is a CUSO (Credit Union Service Organization) owned by the Illinois Credit Union League that provides EFT, credit card, and debit card products and services to credit unions of all sizes.

    institution that's dedicated to providing exciting new benefits to its members. This program is designed
    especially for the smaller credit union with less than 500 cards.
•   Apollo Credit Card Program Designed specifically for small-asset-sized credit unions, the Apollo Credit
    Card Program was developed as a result of requests from credit unions indicating a need to offer credit
    cards to their members at a reasonable cost. For a nominal fee, your credit union can begin offering Visa

    interchange income will be retained by the Illinois Credit Union League to offset processing fees.
•   EZLaunch Visa gives credit unions the option of offering a Visa Card program without any of the
    problems. Now any size credit union can have a card program.

Gift Cards
Your members can meet all of their gift giving needs with a prepaid card. It's like a gift certificate that can be used virtually anywhere Visa debit cards are accepted.

Gift card benefits:
•   Accepted anywhere Visa debit cards are welcomed.
•   Safer than cash — if it is lost or stolen, the unused portion can be replaced.
•   Can be used 24 hours after the card has been sold and activated.

How the gift card works:
•   For the purchaser — Members buy gift cards at your credit union with cash, check, or credit union credit
    card, just as they would at a store.
•   For the recipient — Can use it just like a Visa debit card for purchases up to the gift card limit.

Card Analysis Program
For credit unions wanting to offer a credit or debit card program, the Card Analysis Program looks at the cost involved in starting a card program and assists you in determining if this service would benefit both your members and your credit union.

We can also run "what if" scenarios for credit unions that currently have a card program to see how changes in the program’s parameters would impact the bottom line.

Certification Programs

The Volunteer Achievement Program (VAP), Volunteer Leadership Program (VLP), Staff Training And Recognition (STAR), Management Enrichment Training (MERIT), Regulatory Training & Certification Program (RegTraC) and the Certified Executive Program (CEP) programs offer training materials created specifically for credit unions. These courses can be taken online, by correspondence study, as in-house training programs (with the exception of CEP and RegTraC), or through study groups organized by your chapter or with other credit union professionals.

The Volunteer Achievement Program (VAP) is designed to meet the specific educational needs of new and experienced volunteers. Three learning tracks are offered for directors and committee members. Volunteers begin by selecting the track most closely associated with their present responsibilities -- Board of Directors, Credit Committee, or Supervisory Committee. Modules cover basic philosophical and financial information, as well as advanced discussions of directors’ liability, financial management, credit union examinations, technology, and bankruptcy. Each module (includes test) costs $55. Tests only are $30 each. Online order form

The Volunteer Leadership Program (VLP) is designed to meet the educational needs of credit union volunteers. All modules are optional to help participants customize their learning. It‘s suggested—but not required—that participants first complete the Volunteer Achievement Program before they start the VLP. Each module (includes test) costs $65. Tests only are $35 each. The Staff Training And Recognition (STAR) program is designed specifically for credit union employees. Participants gain valuable skills in the core modules and move on to a seven-track learning approach, allowing them to focus their learning. Tracks include Member Services, Consumer Lending, Advanced Lending, Accounting, Successful Sales, Technology, Loan Officer, Savings Plus, Credit Union Security, and many more. Each module (includes test) costs $55. Tests only are $30 each. Online order form

The Management Enrichment Training (MERIT) program is designed specifically for credit union supervisors and managers. Training modules include practical topics such as hiring, training, delegating, and managing employee performance. Each module (includes test) costs $65. Tests are only $35 each. Online order form

The Certified Executive Program (CEP) continues the tradition of excellence in education! CEP includes the Certified Credit Union Executive (CCUE) designation, the new Certified Financial Services Professional (CFSP) designation, and five new Specialty Certifications in Lending, Marketing, Financial Management, Human Resources, and Compliance. The CEP Program consists of college-level business and finance courses with a credit union orientation using up-to-date texts and materials. Courses offered include strategic business management and leadership, human resource management, relationship marketing, business law, financial management and many more.

The ACE has recently approved college credit for several CEP courses. You can enroll at any point. For example enroll in a specialty certification to begin your studies, and upon completion, transfer some of those same courses towards the CCUE or CFSP designations. Or complete a second specialty certification by transferring some of those courses!

CEP is designed for life-long learning that is so necessary today in the ever-changing financial services world. CEP courses fit into any schedule. They are written in a self-study format so that students can study anytime, anywhere.  Students may also transfer up to three comparable college-level courses from accredited institutions into the CEP curriculum.

RegTraC (Regulatory Training and Certification Program) provides the guidance and tools necessary to generate compliance and regulatory solutions for credit union staff. RegTraC courses are practical, job-specific, and easy to understand. Plus, they're written in plain English, saving you time and effort interpreting legalese.

She ACE has recently approved college credit for several CEP courses. Students earn the Level One "Compliance Achievement Award" or Level Two, "Compliance Expert Certificate" after successfully completing the required exams for each level. For certification on both levels, students must pass a proctored exam for each of the course modules 1 through 5. The quizzes in  each section help students prepare for these exams.

Level One exams may be proctored by in-house staff and will receive a pass or fail grade. Level Two exams require an outside proctor and will be graded A, B, C, or D with C the lowest passing grade. Lin Velluti is the League's designated proctor with a per exam proctoring fee of $20.

Chapter Relations

Chapter-Sponsored League Workshops
The staff at the Idaho Credit Union League is available to assist chapters with their training needs. In addition to the events listed on our Education Calendar, we will conduct one dues-supported workshop on a wide variety of topics. Dues-supported means that no speaker fees or expenses will be charged by the League (a meeting site may have a fee).

To ensure quality training and strong group dynamics, there are some requirements for these workshops:

bulletWe need 60-90 days notice so we have adequate time to prepare.
bulletThe chapter needs to secure a location, aggressively promote the training and have a registration cutoff date of one week prior to the workshop so we have an accurate count of attendees for handouts, etc.
bulletThere must be a minimum of 10 participants registered for the training to prevent cancellation.

If you are a volunteer or an employee, and would like to receive training on a particular topic, let your credit union manager/president know. He/she can pass the request on to a chapter official who will present it to the chapter board of directors for consideration. If the chapter decides to include that topic on their education calendar, the chapter sets the date, time, and location and arranges with the League for a speaker.

Chapter Leaders Conference & Guidebook
During the Chapter Leaders Conference, chapter officials learn about the organized Credit Union System, their duties and responsibilities, and educational programs. The conference provides an excellent opportunity to exchange ideas and discuss common problems and opportunities with peers.

The Chapter Leaders Guidebook is designed to assist chapter officials in the administration of chapter business and activities.

Check Cashing
Payroll Check Cashing:
Credit unions can tap into the lucrative market for payroll check cashing and at the same time protect their businesses from payroll check fraud with FIS' PayCheck Accept. By monitoring members' prior check cashing activity and validating identity, FIS allows credit unions to cash payroll checks quickly and safely.

Credit Union Affinity Clubs (Youth, Teen)

Pee Wee Penguin Young Savers’ Club
Designed for members between the ages of 0 to 12, the Pee Wee Penguin Young Savers’ Club will quickly establish your credit union as a financial institution that cares about children. The program is set up to be a turn-key operation.

Credit unions can join and begin using the Pee Wee Penguin Young Savers’ program for a one-time fee of $100. Consulting

Credit Union Consultants
League consultants provide personal service to member credit unions. They are trained to assist in almost every aspect of credit union operations. Our consultants can be of great benefit to credit union professionals and elected officials as they deal with the ever increasing complexities of the modern day credit union.

Technical Assistance
State and federal rules and regulations affecting the day-to-day operations of credit unions are not only numerous, but highly technical and frequently changing. League staff provides technical assistance to member credit unions on these matters. This assistance includes counseling in regard to legal interpretations, bylaw changes, rules and regulations, investment and lending policies, and management techniques.

Research & Development
Increased competition and the demand for new financial services by credit union members make it imperative for credit unions to continue to progress and stay abreast of financial innovations. The League is constantly involved in studying services that are beneficial to members and also cost effective for credit unions.

Filene Research Institute
Through your League you have access to the Filene Research Institute. Organized in 1989, the Institute is a credit union "think tank" whose basic mission is to engage in research, planning and development activities of value and interest to the credit union movement. This includes the analysis of current and anticipated issues on a philosophical level and the development of practical programs for current application.

Extension of Credit Union Service
One of the purposes of the League is to extend to all people within the state of Idaho the opportunity to participate in the services and benefits of credit union membership. The League works with credit unions in the expansion of their current fields of membership and with interested groups and communities in the selective organization of new credit unions.

Management Review Program
The Management Review Program uses League and League Services consultants, each with a different focus and area of expertise, to conduct surveys and analyze the operation of the participating credit union. The aim of the program is to provide the management and board with input to help them identify problems, as well as opportunities within the credit union. There is a charge for this service. Projects are completed on a bid basis. Bids will vary based on the size and complexity of the credit union.

Credit Union Resource Library

The Credit Union Resource Library contains a wide range of audiovisual and printed training aids that are available to all credit union employees and volunteers. These materials can be used for in-house group training or for study on an individual basis.

Manuals, books and cassettes are available to check out at no cost. There are over 175 different titles available.

The League has 300 video titles available. Several of the videos cover more than one topic. Contact Deborah for video rental pricing.

A complimentary copy of the index and glossary for the library is mailed to managers/presidents and chairmen every other year, with an appendix mailed quarterly as new items are added. Additional copies of the index are available from the League office for $5 each.

Customized Training

Special Training Programs
League-sponsored, fee-supported training programs are available as indicated on the Education Calendar or on a request bid basis. We do require a minimum of 10 participants to proceed with the training. Programs include: Teller Training Institute, Staff Sales Training, Consumer Lending School, and Compliance Seminar, and more. Call us regarding topics your credit union may be interested in.

Appropriate registration fees will be charged. These programs can be conducted at the chapter level or customized and conducted as in-house training.

Educational Opportunities

The education calendar is a listing of CUNA and League sponsored schools, seminars, workshops and conferences. Mailed to affiliated credit unions on an annual basis, the calendar provides dates, locations and approximate fees for events held during the year. For the most up-to-date calendar of events, please click on the link above. A current calendar of events is also given out at every educational session sponsored by the League.

Scholarships are available for any of the events listed on the education calendar. Application forms can be requested from the League office. These scholarships are usually awarded in December for the upcoming year.

Electronic Services

Online Paperless Titles and Vehicle Title Tracking System through FDI Service Bureau
Online Vehicle Title Tracking System (VTTS) is an electronic transfer, search and storage program for vehicle title records on the Internet. Online VTTS creates a paperless record when all of the paper procedures required by the Department of Motor Vehicles have been followed. Now, locating vehicle titles becomes much easier and more efficient. Since you are accessing your data through the Internet, the information can be viewed at any time from anywhere, as long as you have access to the Internet using Microsoft Internet Explore version 4.0 or greater.

Historically, paper vehicle titles have presented lienholders with several challenges; e.g., tracking of title status, lost collateral (actual paper titles), and quality control. Online VTTS addresses these challenges and provides several benefits to lienholders, including: easier access to your vehicle records, lower collateral losses due to less paper, increased accuracy of title records, more efficient interaction with the Department of Motor Vehicles, lower Department of Motor Vehicle fees, and access to vehicle title records any time.

Online VTTS increases your title department’s efficiency and effectiveness, thus reducing operating costs and increasing member service levels. Interactions with the Department of Motor Vehicles are greatly improved with the Online VTTS system. Since information is transferred electronically, there is less delay due to phone calls, and lost or incorrect forms.

Employee Benefits

Employee Assistance Program through Blomquist-Hale Consulting Group
Few people get through adult life without facing personal problems and few are able to fully prevent such problems from interfering with work performance. Since most problems, if left unattended, eventually manifest themselves in the work place, employers inevitably bear some cost for their employees’ personal and job problems. More and more companies are offering employee assistance programs to their employees to help prevent the onset of personal problems that may affect work performance and productivity.

The Direct Care Employee Assistance Program (EAP) provides professional and confidential counseling to credit union employees and their eligible family members. A variety of concerns are dealt with including marital and family disputes, legal issues, substance abuse problems, stress, depression, and financial difficulties. The program also addresses work place issues like job performance, sexual harassment, and trauma following a robbery.

Blomquist-Hale Consulting Group has been successfully engaged in the development, implementation, and operation of employee assistance services since 1989. They specialize in services that help an employer maintain a healthy and productive work force.

Through a special arrangement between League Services, Inc. and Blomquist-Hale, your credit union can take advantage of these services at a substantially reduced rate than if you contracted for them on your own. The cost is a low $11.50 per employee, per quarter.

Human Resource Products

Compensation and Performance Management Programs through Koker Goodwin & Associates
Koker Goodwin & Associates (KGA) is a human resource consulting firm specializing in development of performance-based compensation programs for credit unions. In 1996, KGA developed Compease, an automated version of its point-factor comparison compensation program.

Compease was designed to be attractive to credit unions with as few as 10 employees. Manual compensation systems tend to be time consuming to develop, difficult to maintain, and expensive, making them hard for most credit unions to justify. Compease was developed to be easy to install, easy to maintain, and reasonably priced.

The main objective of the program is to provide your credit union with the tools to insure that your compensation program is competitive within your local labor market, equitable within the credit union, and flexible enough to recognize individual differences in performance.

Compease includes programs for developing and maintaining job descriptions, evaluating jobs to establish internal equity, determining salary ranges that reflect labor market rates within your industry and within the local labor market, managing individual compensation, and developing salary plans and budgets.

Performease is an employee performance planning and review (performance appraisal) software program. KGA approaches the performance review from the perspective that employees want feedback, that what you communicate to employees is important, what you measure will improve, and that personality and behavior issues are best dealt with when they occur, not in the annual performance review.

Performease helps you develop performance expectations for each employee and guides you through the review process making it easy and less time consuming for all concerned.

CEO Performance Management
Evaluating your chief executive officer’s (CEO) performance should be a process, not an annual event. Feedback on the CEO’s performance is the most important means of building a solid relationship between the board and the CEO. Evaluation of the CEO needs to be done on a regular basis in written format and linked to the credit union’s strategic/business plans. A well-designed CEO performance management system opens communication channels, provides feedback, measures goals, accomplishments and competencies.

Identity Theft Solutions

Not only is identity theft damaging when it happens, it is time consuming to correct. In fact, it is estimated that it can take more than 100 hours for a person to completely re-establish his or her identity once it has been compromised.

Your credit union can provide a solution by offering the SAVE MY IDENTITY  program. This service will help your members restore their credit ratings and good names, as well as reimburse most expenses incurred while trying to recover. It's a security blanket and a recovery tool in one that costs your member only $48 per year for his/her family.

There is no cost to you as a sponsoring credit union and your credit union will receive $5 for each member who enrolls.

The arrangement with ILT also includes consultation to assist credit unions with setting up an indirect lending department, establishing indirect lending policies and procedures and the maintenance of a broad dealer network.

DILLS™ is currently being used by credit unions in Utah, Montana and Michigan through similar arrangements with the Credit Union Leagues in those states. It is also being used by credit unions in Texas and soon by others in Georgia, Minnesota, Kansas and several other states.

Insurance & Other Products through CUNA Mutual Group
CUNA Mutual Insurance Society was established by the pioneers of the credit union movement in 1935. As a mutual company, CUNA Mutual still belongs to its policy owners, the credit unions that support them. Their mission is to provide products and resources that will strengthen credit unions and provide value-added service to credit union members.

CUNA Mutual provides a vast array of products and services to assist with the following needs: consumer lending, real estate lending, bonding, property and casualty, employee benefits, financial management, insurance training, and member services. Here are a few of CUNA Mutual Group’s products and services that should be highlighted:

The CUMIS Bond—Helps safeguard the credit union by offering protection against losses from fraud or dishonesty on the part of credit union employees or directors, as well as direct losses due to lack of faithful performance by employees. It also covers direct losses from burglary, robbery, larceny, theft, holdup, extortion, misplacement, mysterious unexplainable disappearance, forgery, and counterfeit currency. Credit Life Insurance—Helps members feel more secure about taking out a loan because they’ll be confident in the knowledge that their coverage will reduce or pay off an outstanding loan balance in the event of their death.

Loan Protection Insurance—A group credit life insurance contract is issued to the credit union. It is designed to pay off an outstanding loan balance (up to the limits of the credit union’s contract) if a member dies before the loan is repaid.

With broad coverage and typically lower rates than comparable dealer contracts, AutoCare is sure to increase your credit union’s auto loan activity while boosting your administrative fee income.

Financial GAP Protection – This program provides for financial gap coverage if a vehicle is stolen and not recovered or damaged beyond repair for any insurance reason, during the term of a loan/lease contract. The insured credit union agrees with the borrower to accept the underlying insurance carrier’s settlement check and the borrower’s payment of any applicable deductible(s), as full payment of the remainder of their financial obligation. Under the financial gap insurance policy, the credit union is paid the difference between that settlement and the actual amount remaining on the contract due to the early termination.

Investment Services

IRA Programs through CUNA Mutual Group
CUNA Mutual Group offers several different levels of support in their IRA program so credit unions can custom build a program that works for them.

CMG-Administered Program – For credit unions that don’t want the hassles of back-office IRA administration, CMG takes over most administrative functions including:

bulletNotifying members approaching age 70 1/2 of required distribution rules
bulletCalculating required minimum distributions and payout schedules for members at any age
bulletDetermining all death benefit payees
bulletReporting tax information to government agencies and members (including any necessary corrections)

CMG also provides the following support:

bulletMonthly IRA Update newsletter for technical, operation, legislative and regulatory updates, as well as marketing tips and training information
bulletAll necessary operating forms based on CMG’s IRS-approved prototype IRA agreement

Miscellaneous Services – CMG also offers all levels of IRA training, promotional literature for educating members (brochures, statement stuffers, posters, table tents), program evaluation to conduct an on-site review of an IRA program, and alternative IRA investments for members.

Market Index Certificate – An insured share certificate that earns dividends based upon the performance of the stock market, as measured by the Standard & Poor’s 500 Composite Stock Index. From the credit union’s viewpoint, the Market Index Certificate behaves much like a conventional share certificate. The principal stays in the credit union for the term of the certificate, but the deposit does not accrue dividends like a conventional share certificate. At maturity, the value of the S&P 500 is compared to its value when the certificate was established. If the S&P 500 has gone up, the member earns a percentage of the increase. If the S&P 500 has gone down, or stayed the same, the member does not earn interest. However, the principal will always be returned to the member. It is not at risk.

The risk to the member is that the S&P might not increase in value over the term of the certificate, which means there would be no dividends. There is no risk to the credit union.

When the certificate is established, the credit union will pay to CUNA Mutual Group the present value of dividends that would have been paid on a fixed rate certificate with the same maturity. Present value is based on the average interest rates paid on fixed rate certificates by credit unions offering Market Index Certificates. Your credit union’s funds are added to funds from all other credit unions offering Market Index Certificates, and used to purchase a note from Chase Manhattan Bank. The note obligates Chase to pay each participating credit union a percentage of the increase, if any, in the S&P 500. The principal stays on deposit in the credit union. You can invest it or lend it out, just like you do with fixed rate certificates, to recoup your costs.

Legal Services

The League has an in-house attorney in its President/CEO, Alan Cameron. He provides oral legal advice to member credit unions on questions of a general nature or consultation with their retained counsel. Alan answers questions that relate to Idaho Credit Union Law, the Federal Credit Union Act, applicable state and federal rules and regulations relating to credit unions specifically and to consumer lenders generally, and any other matters which are of common interest to all Idaho credit unions.

Alan also provides written releases, conducts workshops, and reviews forms, which are of interest to or used by all Idaho credit unions.

Legislative Protection/Lobbying

One of the most direct and indispensable services member credit unions receive in return for their League dues is legislative protection. When the Idaho Legislature is in session, our lobbyists track bills of interest to credit unions and distribute progress reports to the League Board of Directors, Legislative Committee, and member credit unions.

Through membership in the League, credit unions receive representation at the national level. The Credit Union National Association (CUNA) maintains an office in Washington, D.C. that monitors federal legislation that could have an impact on credit unions.

Liaison with Regulators

Input on Regulations
The League offers input on regulations written by the National Credit Union Administration (NCUA) and the Idaho Department of Finance when they are proposed and a comment period is available. Responses to proposed regulatory action to NCUA, the CUNA Washington office, and the Department of Finance have had a favorable effect for credit unions prior to the regulation being finalized.

Regulatory Liaison
The League has a close working relationship with NCUA, the agency of the federal government that regulates federally-chartered credit unions. We also enjoy an excellent liaison and relationship with the Idaho Department of Finance in all matters pertaining to state-chartered credit union operations.
